I want to purchase my army as a whole, all at once. It's gonna be Late War Soviet Tanks. Where would you go to purchase? I want models to be cheaper than BF but not suffer in quality.

Plastic soldier company for you T34s, also Zveda 1/100 offer good value but not much for late war. The trucks can be used however and are dirt cheap.
PSC also meant to be releasing IS2s in march, the new plastic battlefront su100 is pretty good value as well.
All should be available at discounts from most online retailers

I went onto PSC and have pretty much everything I need at a really good deal, except Su-100's? I'm also on Warstore and BF and can't find them. Am I just missing them altogether?

For some odd reason the new SU-100s aren't on the FoW online store; they still only have the metal ones up.
The Warstore has the new ones here: http://www.thewarstore.com/product90674.html
They've been out in the UK for a while now, so I don't know if they're still not available in the US or whether TWS have just forgotten to remove the pre-order label, but they're the ones you're looking for.

Since getting the Open Fire box, most of my vehicles have been from PSC, with some infantry from Wargamestore.com, and a big order through my FLGS. I'm really impressed with the quality of the PSC models, although they are a slightly different size from the Battlefront ones.

As others have said PSC is your friend here. Especially when the IS-2's are released in march.
Zvezda will only be of limited use as their Soviet line is geared towards early war.

I personally prefer BF's T-34s over PSC's because their tracks are one-piece.

True the tracks are a bit of a faff to put together, I had the same issue with the Shermans, but the saving more than compensates.
Not to mention that the PSC T-34’s come with both the 76 and 85mm turrets for maximum flexibility. Shame the Sherman sets forces you to chose your turret when assembling by only including enough hatches to assemble one.

So does the BF one, plus enough hatches and magnets to make them both and have them freely interchangeable.

I just want to point out that I have 3 different Battlefront StuG G's, and I don't think that fielding PSC's mixed with BF will be a problem. I have the STuG from the Panzer Kanonen set, the Open Fire Plastic, and the resin one from the blister... each is slightly different in size.

I used some instant mold and green stuff and duplicated the hatches I needed.

NWs sells Zvezda,PSC,BF
Noble knight sells all of big companies,BF,old glory,FIB,ZVezda.
Brookhurst has a good selection also the only peter pig american online retailer.
I built my brothers Soviet Tank horde a few years back for around 180$ and it ended up rather nice sized. It was all PSC and Zvezda,We bought everything from the warstore.
