Scout\Recon\Sniper\Assassin units:
Yes, the Sisters are not the ones to take a subtle approach, and they borrow some folks from Officio Assassinorum and/or Death Cults when the need arises, but what if for whatever reason they lose the access to their services? Is there any way for them to have their own Scout\Recon\Sniper\Assassin units without breaking their fluff?

Volkite Weapons:
Sisters love anything burny, and these HH beauties are some of the most burniest the Imperium has to offer. What if they got limited access to Volkite weapons for their HQ\Elite units?

Chapter Tactics equivalents:
Besides the buffs to their favored units, what other differences the six great orders should have, and if whatever they from Convent Prioris or from Convent Sanctorum should also be represented rules wise?

Well...

The Sisters didn't exist in the era of the GC or HH, so such items are not something that they would have laying around in a storeroom somewhere.

The Ecclesiarchy didn't really exist then, either, so also does not have access to Volkite weapons, and they are no longer in production. It would be hard to justify a path of supply to get such weapons into the hands of the Sisters.

The Convents should not have anything particular to distinguish them, but SisterSydney has a pretty good proposed collection of "Order Tactics" to differentiate Ebon Chalice from Martyred Lady from Ermine Mantle, and so on.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

There is a way for the scouts/recon units - the Sisters Sabine are infiltrators and missionaries who specialise in travelling to unconverted worlds and turning the local populace to their side.

A unit of elite mooks with hunting rifle type sniper weapons, led by a Sabine, could make an effective scout/sniper unit.

Canonically, Dominions also take the 'scout' role, although they always make for a 'recon in force' style scout.

A case could also be made for equipping Dominions or Retributors with Stalker bolters to make a sniper unit.

Volkites are tricky. I suppose an argument could be made for a Relic Volkite - it would have to be a unique item though, with a specific history behind it to explain why a weapon that was rare in the Great Crusade would be available five to ten thousand years later.

As are one of the most ancient and studious of ordos, especially dedicated to the preservation of the purity of mankind, they would of all groups in the 40k universe have access to HH relics.

Um, The Adepta Sororitas weren't founded until M.36 - five thousand years after the end of the Horus Heresy.

Which generally implies that the Volkanite weapon in question would have long prior passed into the possession of the AdMech or the Inquisition or a similar authoritative body, and very unlikely to give it to the SoB so they can make up a story about it (and that is exactly what it would be, "made up") and claim it as a holy relic.

The Sisters do study a lot (and burn most of it) but they certainly aren't the most studios or lore-keeping of the various factions, that would probably fall to the Inquisition or the Adeptus Mechanicus.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

Well, that depends. The Sisters Dialogous look after the Inquisition's library, so technically...
