At any given time how many Vampire Lords are active on the warhammer fantasy planet? I'm thinking about powerful lords like Lvl 4 necromancers or blender lords. Basically the power level you usually see on the table as the VC general.

My uneducated guess is 20 to 30- with many more inactive or wandering. Is that reasonable?
