As the title suggest I'm a new necron player and would appreciate it if you could review my list and give helpful feedback

1 x Necron Overlord (warscythe, sempiternal weave, res orb, mindshackle scarabs, phase shifter) - 205

This gets to 980 points. I should probably drop some extra rules for the Overlord but I'm not sure what to add in place.
Any help would be great.

I would drop the Transdimensional Beamer from the wraith, add in another wraith and combine them into 1 squad of 3 (so 2 base one with whipcoils), other wise their going to give away first blood . That should bring you up to 1k.

At 1k points the necron over lord might be a little pricey..

Apart from that, thats all i can sugest..

If youre running wraiths, a destroyer lord at 160 would be better than your res orb lord, they only really work in bigger blobs of warriors. 2 res orbs definitely aren't needed.

This would give you 125 points, plus 20 spare already, plus 15 for dropping the beamer = 160, which could get you 2 more wraith and another A. Barge.

I have never been a fan of the dooms day ark. the scatter is too unpredictable for that cost. Id switch this out for a night scythe and another barge.

Also the beamer on the wraith i wouldnt bother with..

Your overlord and lord total 285. might be better with a destroyer lord for 160 [to go with wraiths] and a ghost ark for 115. that ghost ark will be better than your orb lord in so many ways.
