I've been trying to come up with a Salamanders list, and here's what I have so far. I think I may drop the basilisks and add an executioner predator or a vindicator and a consul. Feedback would be greatly appreciated; 30K lists seem more difficult to make, IMO.

I have a very hard time trying to make a sally list personally, and the only thing that stands out to me is lack of scoring units, and I personally think a squad of scouts or recon would suit that very well, maybe drop some of the gear of the drakes, after all they have the praetor with them they don’t need to be TOO decked out to kick butt. Really that’s all my thoughts on it solid looking list.

I'm somewhat concerned by the lack of scoring units as well. Because I'm running my tactical squads in unit sizes of 10 (I can't use veterans as troops because of my rite of war choice), I figured I would make up for that with overwhelming heavy support and the beatstick that is the firedrake unit. I'm fairly set on dropping the basilisks because while they can pack a punch, they will be left in my deployment zone as the rest of my army advances. I am now struggling with whether or not I should take a vindicator or an executioner predator. One of my biggest problems with list building is taking objectives into account. I need enough power to advance and take objectives, but the flipside of that is that I need to be able to hold objectives as well. I suppose I could keep the basilisks and hammer away for a couple of turns with them and my heavy support while my troops stay put nearby and then move up or stay put as needed.
Finally, how would you suggest scaling up to 2500? I personally like the look of a breacher squad. It's very fluffy.

I like basilisks but honestly I use medusa more, but I tend to do IH and counter attack, but the problem with basilisk's is the ap 3, thanks to the new barrage rule you can fire under the minimum range and full scatter but it is ap 3 and that just causes so many problems, on the flip side I use plasma cannon preds all the time they have never disappointed me. I out flaked a squad of three, lined them up and because they don’t count one another for LOS I was able to fire all three at a squad to their immediate left (red butchers) so that’s pretty cool I think. There are a lot of options in heresy and everything is so big. I would still say drop the extra gear, I have found for me that in heresy each unit should have 1 purpose the amount of points to make one unit do 2 things isn’t worth it compared to having two units that each specialize in something. Now the flip side is if you want fluffy to hell with what works take what you like and learn to make it work.

Do you mean to say that AP3 is bad for the person using it or bad for the person it's being used against? I've been considering going with a plasma predator or two.
Here is a revised list. It's not fully at 2000 because I am not sure how to round it out. I also can't decide between the Spartan or the Storm Eagle.
