I'd like to think that my list could be competitive but as long as its fun to play I dont mind
Shooting for 1,000 pts
HQ: Illic Nightspear
. Autarch with Uldanorethi Long Rifle
Troops: 2 Squads of 10 Pathfinders
Not sure how many points that adds up to but I see that I need something to protect all my squishy snipers from assaults, any help or advice would be helpful. I know snipers arnt the most effective unit but I like the fluff and the flavor they bring to the game so I really want to keep them as the troops.
If I'm way off about something let me know.

Assuming you swapped the Autarch's Shuri-pistol for the Rifle, you are sitting at about 750 points.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Ermahgurd, sneaky Eldar list.
Only complaints with the list is a lot of points put in troops with sincere lack of anti tank.
Look at forgeworld for vehicle stopping power. Take the hornets with BL and outflank them, or Shadow Spectres. If you don't want forgeworld, then swooping hawks or Warp Spiders could kill tanks for you.
For CQC aid, you could infiltrate scorpions into position to provide counter assaults. (Most people don't like the thought of a fist fight against full initiative power fists for some reason.)
As for the rangers, I'd suggest a team of pathfinders, but definitly no more than one. They're grody against armies that require commanders (Cough cough, Nids & Guard) but are really, really exspensive. I'd also cut the teams back down to 5. It'd be better to have 4 teams of 5 than 2 teams of 10.
Perhaps put the rifle on a farseer instead of an autarch, who could then guide himself for another high BS AP: 3 sniper shot every turn. A smidge pricey, and you'll lose reserve bonuses, but hey, it'll be nasty.

Would it be better to take a Spiritseer as my second HQ, giving him the rifle and then taking Conceal and sticking him with one of the ranger squads (effectively making them pathfinders - the precision shots) or to roll with a Farseer? I'll probably go striking scorpions for CQC support tho parking some wraiths behind my snipers is awfully tempting. How does one field forgeworld units?

I've never done it with a spiritseer, but it could definitely work. Only problem I see is you won't have an effective 2nd power, whereas the farseer could get Fortune or Doom.
As for fielding Forgeworld, you'll need this book: http://www.forgeworld.co.uk/Warhammer-40000/Imperial_Armour_Books/IMPERIAL-ARMOUR-VOLUME-ELEVEN-THE-DOOM-OF-MYMEARA.html and the appropriate models, as well as consent from your opponent (though this shouldn't be an issue)
Also, a side note, the book is for Space Wolves and Imperial Guard as well. So if you know any players that play those factions, you could split the cost and share.

Add some Dark Reapers. They go with the theme. Long range, not really mobile but they can do anti tank. They can get S8AP3 missiles for their Reaper Launchers. If teamed up with a Farseer/Spiritseer they can do some more cool things,
Farseer can give them a 4+ invul or guide.
Spiritseer can give them shrouded, a 2+ armor save or fearless.
All of this depends on psychic rolls of course.

I like it. That many infiltrating units allows you to do fun stuff with placing scoring objectives.
I also rather like the Spiritseer sniper idea just because it's pretty unique. No access to Fortune, but every last power on Runes of Battle is pretty nice too.
It'd also let you bring scoring Wraithguard, which you could use as anti-tank units. You'd have to field them in a Wave Serpent to get them where they need to go, but Wave Serpents are pretty durable. It'd be roughly 350 points for 6 guard and a kitted up Wave Serpent. I don't think I'd bother upgrading the Serpent's guns, just giving it holo-fields for the better jink saves. It shouldn't be doing much firing because you'd probably turbo boost turn one and by Turn 2 if it's still alive, you're fine just utilizing TL Shuriken Cannon/Serpent Shield while the Wraithguard deploy and eff things up.
One of the things about Illic is he's kind of not that deadly for his points cost. Having Strength X weapon means you're only ever a 50/50 chance of hurting things, and it's kind of a bummer. One of the better ways I've seen him utilized is to stick him with some Dark Reapers behind an Aegis Defense Line. Kit up the DR Exarch with Fast Shot, Eldar Missile Launcher with Flakk Missiles. Have Illic man the Quad-Gun/Lascannon depending on what you bring. Gives you pretty sizable shooting against Flying targets, and is decent anti-armor besides. Illic helps protect what is otherwise a really squishy squad by giving them all Shrouded. They'll all be 2+ cover saves hiding behind the ADL.

Dark Reapers seems like they'd go nice with the current set up but it looks like I would have to dump ALOT of points into them to get it working. Is this deathstar unit worth it from your experience?

Like you said, it's a lot of points. In smaller games (say 1250ish), they do work. In larger games, people tend to have ways to kill them very dead, very fast.
They absolutely murder Power Armor dudes and wreck bikers because they deny a Jink save. It really depends on what you're other buddies are bringing. If they have a lot of ignores cover, the ADL/Illic build isn't so great.
You don't really see them ran competitively because they are pretty easy to kill, but I still think they are cool.

I think going with the fluff of your army a couple of warwalkers in there would be a great asset. long range shooty, cheap and they have AA/AT/AI choice, taking three of them would remove the need for any other anti tank or anti infantry, either way you go about it.
plus you save on not having to get a spiritseer which i see you using the points elsewhere better. maybe some swooping hawks or warp spiders.
but the fluff from your army is entirely shooting and not and close combat or footslogging of any kind, so i think they would fit well.

for a purely sneaky fluff army I'd go with:
Illic
Spiritseer w/ Long Rifle
3 squads of 10 rangers
10 Striking Scorpions
Exarch w/ Claw/chainsword
9 Striking Scorpions
Exarch w/ Claw/chainsword
You have absolutely NO anti-tank or anti-flyer capabilities with this list though. but you'd have two squads of rangers with stealth&shrouded, and one squad + 2 Scorpion squads with stealth to protect them from cc.
It'd be a pretty great list for a Custom mission scenario banning the use of vehicles above AV10 and flyers though!

Small games they can do well. Anything higher then 1750 they can struggle. I find you have to take a minimum of 5-6 usually. Break tests come easy to a 3-4 man squad.
A 5 man squad with starswarm and starshot missiles will run 38 points per man(190). It is 10 S5AP3 or 5 S8AP3 pinning shots though. Only thing it can struggle with is AV14 but the pinning can be a god send though. They also ignore all jink saves. Last thing is the S8 missiles are great for instant deathing T4 characters.
I find in 1750 and up I have to run a squad size of 8-10 minimum to get use from them. Talk about point dump...
