Reckoner. All around useful heavy, staple of the faction. It is, without a doubt, one of the best heavies in the game, in fact.
Sanctifier only if you have a Reckoner. It will find it's way into the occasional list where focus is tight and you can't get the Avatar. It can be pretty sweet, as long as it has souls to feed it, and a bit of corner case utility against incorporeal models too.
Castigator if you want a nice model to paint.
The castigator brings the least to faction sadly, even though it's such a cool looking jack. However, it's only advantage is being able to two handed throw - and generally our faction prefers just to beat things to death anyway. It can't charge and use it's conflagration special attack, so it's very slow if you want to use it for infantry clearing, and Vanquishers/Redeemers can do better. It's POW is as low as it gets on our heavies, so it isn't great at armor cracking, and it lacks Reach, a Shield, a gun or free focus, which makes it compare badly with any of our other 8-9pt options.

Magnetize it between a Sanctifier and Reckoner.

I honestly think you should magnetize it. If you don't... you will regret it. The 2 times I did not do it to this day am still kicking myself. Having said that....
Reckoner is considered the best 10pt jack in the game and it only costs 8pts.
Sanctifier I cannot comment on.
Castigator is good as well, combustion will allow you to hit high DEF models and I believe it is the only Menoth heavy that can double handed throw which as a Skorne player I see as being very valuable.

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

Nah, the Castigator really sucks for its cost.
It can't use Combustion on the charge, its pillowfisted for a melee only heavy, and its cost the same as the Reckoner, Vanquisher, and Templar. Double handed throws are really very situational. As a skorne player myself, I almost never use it. Free Titan slams or a free headbutt on a BB's grab-and-smash is far more common.
If it was 7 points and had a Chain-attack, it would be worth it. But as it is, it doesn't compete well in the 8 point bracket.
The Sanctifier is a good jack if you are bringing a lot of infantry and/or have a focus strapped caster. It also has situational usefulness against incorporeal, or immune to non-magical attacks, models. Think of it as a 7 point jack that is combined with a 2 point solo.

Now that I think about it I would probably concur. Some things in this game really give "WTF where they thinking?" Really wish it was like a Basher's Flak Field it would have been awesome to Trample then Combust. However who knows MK3 might just do that, take the extra time and magnetize IMO.

I really hope the Castigator gets Chain Attack: Grab and Smash. That would make it competitive in the 8 point bracket. Also making Combustion usable on a charge would actually see it used.
