I would recommend GB's plastic vikings and unarmoured dark age warriors. If you can get hold of some Perry bow arms from the WotR infantry set, they convert easily into bowmen.
Well have you checked out Warlords line of figures? I think you could find something you would like there.
Also, Stavanger is the wrong part of Norway Its all about Trøndelag!
Perry Miniatures probably also have some good stand-ins to use scattered throughout their historical lines (Given that the Perry brothers also sculpted the existing LoTR line, they match up impeccably well)
