The failure in this is that he didnt get the rehab he needed to survive society again. Could he have been saved? Who knows. But it's sad that he felt the need to go back in order to be alive. If it's a reward, but it keeps him comfortable to live out his last few years with how unbalanced he is, I say let him-he'll be harmless there, he'll get what he "wants", and the system failed again. I pity him, and I don't think jail is really the best place, but maybe for him it's the right, humane place.
