I can't remember if they mentioned bike though. But because it was not an official faq does that mean it is not illegal to take either of these options? Also would most tournaments uphold the rulings of the unofficial faqs? Because this is a scary character.

Other then the fact that he'd look kinda silly soaring through the air with all these extra arms hanging off him? The Haines FAQ expressly forbids both jump pack and bike with a servo-harness TechMarine. Since the Haines FAQ is unofficial, it is legal to take all those options.
However, I've found that in practice, everybody plays by the same rulings covered in the FAQ. The only one that I've heard brought into question is the Mystics targetting Drop Pods, but Double-tap range at 12", Grey Knight assault cannons, ICs with retinues in CC all stand as 'accepted wisdom', despite not appearing in any official publication.

I agree on all accounts, except for Drop Pods. I don't think that allowing mystics to shoot at them is quite as prevalent as playing double-tap range at 12", for example.

Uh, not really. It's actually a gray area that's not specifically covered that leans towards legality.
