It might not be the best idea to combine ML teams with a squad full of Meltaguns. I imagine you'll mostly want to be keeping the squads mobile and in close range of armored targets, and so the ML's will mostly just have to resort snap firing.

Another thing would be the Flakk missiles, you probably don't have to worry much about fliers at this points level, but I don't know what your opponents are like and what they'd be planning to bring.

All that being said though I think I'm one of the few people who's still a huge fan of ML's. I like their versatility and I like them from an aesthetic point of view too. If you don't mind taking snap shots while you move your squads around, then go for it. Otherwise I would consider taking a different sort of special weapon on your vets that compliment the static firing of Missile Launchers a bit better.

I would build the battle tank into a vanquisher with a lascannon and maybe sponsons but if you dont have the points thats no big deal. Also I would also suggest trying to maybe get some plasma guns so you have a little more longer range shooting rather than relying on the short range meltas.

Unfortunetly a platoon is only one troop choice. For low points you may want to stick with vet squads.

FIrst a heads up - this is pure "theory" on my part, I haven't played Guard yet, just studied =P.

I agree with tankboy though - I think Infantry Platoons are tough in the 500-600 range unless you want an all infantry army, because you are required to take 2 troops.

Now to OP:

Generally:

-You probably don't need flak on every launcher. At 600 points, you probably won't see too many pricey fliers. With all vets you have BS4. I'd lean toward putting it on one launcher max.

CCS
- I like Vox Casters at 1000+ but I question value at this points level. May be worth saving the points for use elsewhere.
- Likewise for the Regimental Standard - 15 points is a lot. It can be useful with large amounts of infantry in a gunline, but in a small army with Vets, I'm not sure it's worth 15 points.
- The Chimera is wasted on the CCS. The Chimera can hold 12 models, so I'd use it with one of the vet squads (see below), not waste it on a 5 model unit.
- What is the role of your CCS? Meltagun and Heavy Weapon aren't terribly synergistic. The Meltagun is short range and an Assault weapon (shoot while moving). The other is long range and ineffective if you move. Personally I like the CCS in the back, giving orders to your shooty units (most of the good orders effect shooting). In that case, I'd give them a Heavy Weapon (Missile Launcher I actually like at low points, the versatility is nice at this level, but with BS4, Lascannon is a nice choice too if you think you will face tanks). For special weapons I'd consider something longer ranged -- Plasma, Grenade Launchers, or the much maligned Sniper Rifle.

Vets:

- Again, I wouldn't mix Melta and Heavy Weapons for the same reason as described above. I would make one unit mobile - give this unit the Meltas, no Heavy Weapon, and mount them on the Chimera for mobility and protection. They can go hunting, objective capping, etc.
- Make the other unit shooty - give them the heavy weapon and longer range specials like Plasma or Grenade Launcher. They can sit back with the CCS.

Tank:
- Straight up BT is a fine choice. Don't add extra weapons given the Ordnance rule. Alternatively, take a non-ordnance variant and load it up. In low points game, I actually like the autocannon based Exterminator, with Heavy Bolter sponsons and a Lascannon on the hull .
