Actually your first purchase should be your army book so you can decide what kind of Soviet infantry you need to purchase (Motostrelkovy, Strelkovy, Sappers, Kazachya, Scouts, etc.)

I'd agree there's quite a bit of difference between the various soviet infantry armies. I'd also choose FiB Soviet infantry over the PSC offerings.

Personally I'd go for Black Death naval infantry, just because of the cool uniforms.

First decide the list you want to play. Infantry or armor heavy? If infantry build say your HQ and both compulsory troops first then branch into support from there. If you choose armor do you want heavy IS series tanks? A horde of T-34's? Or perhaps something Lang the lines of an assault gun list.

Seconding the Morskaya Pechota! It is my oldest still used FOW list, though I tend to run it as Udarny.

OP - get the book(s) first and pick a list. The company (plt) sizes change over time as will the equipment. Many of the LW lists use SMG teams standard - tank riders, hero battalions, etc. These will not work for standard Strelkoviy companies in MW or in some LW lists. MW orbat is 1-3 9-stand platoons per company. In LW this gets cut down, somewhat drastically in the case of udarny and hero.
