It would help if you told us how big they are. Measure the standing soldier from base of foot to eyeline and give us the measurement in "
mm".
They look like they might be parts from an old chess set. The bases clearly are designed to fit into some other component. The part of the base attached directly to the miniature looks like the kind of bases that you see on "Prince August" chess miniatures, but I'm not sure about the peg below that. Have a look around here:

If you don't see them there and no one here knows exactly what they are. I'd try the grongonards over at "The Miniatures Page" whenever I have an obscure miniature, they can usually tell me type, manufacturer, era, and sometimes even model #.
