Too many variables to give a meaningful answer.

Picture your ideal game and tell us what you see. How many miniatures are on the table? Are they small or large? When you make decisions are you considering all the possible variables and making the best possible decision, or are you more concerned with what the soldiers in question might plausibly do if they were there? Do the miniatures even represent soldiers? Or are they boats or tanks or space ships?

Balance in pick up games? Two people, each with their own goals for the game, design half a board game on their own without knowing the layout of the board and hope it all works out. Good luck with that. The faster you can find like minded individuals who want the same things from the game as you, the better.

That's a pretty wide range. If you answer the following questions, we can give you a much better idea of what games you might enjoy.

1) What Genre(s) and/or Era's are you most interested in?
2) What size game would you like (small skirmish, 20-60 miniatures per side, or even bigger)
3) What level of complexity would you enjoy?
4) Is it important to you that the game be popular enough to have a local community of gamers?
5) Do you have a preferred scale?
6) $200 per person or for both players?

Edit:Looks like this was kind of addressed while I was posting. Still, I'd recommend answering anyway. There are a TON of games available.

Sounds like Necromunda is what you're looking for. Unfortunately GW isn't supporting it anymore. You can try ebay.

Other games like it:

Another game in the Necromunda vein of small campaign skirmish games in an ugly future...
WreckAge is a post apocalyptic game with a campaign system and advancement for your individual minis. It uses very few minis per side and has some pretty cool factions as well as nicely developed fluff. Also, The minis that are made for the game are top notch.

Played a demo with the game's creator a few weeks back and it's likely a system I'll come back to when I get the post apoc bug again.

The gaining levels type thing really narrows the field. I'm going to recommend some miniatures instead for now:

Reaper Nova Corps & IMEF troopers:
https://www.reapermini.com/OnlineStore/imef
https://www.reapermini.com/OnlineStore/nova%20corp

They're available in both a soft white plastic for cheap or metal if you want to pay more and have the heft.

And then the other thing I'll suggest is youtube for learning the basics of how to paint miniatures. Doing a search for painting minaitures basics should give you lots of videos.

How many of those have a campaign/leveling system?

I believe Infinity with Campaign Paradiso does. Other than that, I would have to look into it.

X-Wing has a good campaign system I believe - you start off with unnamed pilots, and as you win games you can 'upgrade' them to named pilots, with the caveat that there can only ever be one of each named pilot (no multiple Darth Vaders!) and once a named pilot is dead, they're gone for the whole campaign and can't be re-recruited It's also quite a small system, so you wouldn't need many models.

Not really.

It doesn't add a levelling system to the game, it adds the ability to take a Spec Ops model specifically in the Paradiso campaign that can gain levels. Or your overall army can gain levels.

Outside of the Paradiso campaign, levelling is non-existent, and this will comprise the majority of your Infinity games.

Infinity isn't a good fit for a game with levelling.

Empire Of The Dead does; you get charts to roll against for casualties to see what happens to them(dead, out for a game, loss of stats), and skill upgrades (Improved stats, new special rules), mostly based on a coin system (i.e. you get 50 currencies to pay for your crew + weapons, and gain currencies in game)

There's also some system for letting gangs catch up with more experienced ones, buying upgrades by rolling on casualty charts so you may upgrade some characters/weapons but will probably make some a bit worse too.

You can easily get it going for $200; that'd get you the rule book, 2 factor starters and a few blisters. Then all you need are a handful of D10's and a tape measure.

All of them do, but some are better then others.

There is a lot of free that comes with them as well either in rules sets, terrain, or what have you, but there is also a LOT of work to be had with them, as well.

Depending on the game system, that's the point where you make a decision on. They are all pretty good games, and the board games in particular have several expansions and additional games sets to be had.

They are all pretty good skirmish sets, and board games in there.

Some are pretty old, butt hey don't keep your interest very long, BUT are really good discussion starters, ( Galacta 13)
Some are top notch board games, that you can plug and play at any time. The characters for LNOE, if they live, can continue and evolve as the expansions proceed. Games like Infinity are skirmish level, but you have to evolve the campaign to suit your own needs, either by using Presidio, and the rulebook fluff for the story build, and say- fight over a planet and the territories on it while at the same time using your forces much the same way as in a real war- the guys get wiped out, you have to wait till a game or three later, depending on how you want to push it. You progress the campaign with eh guidelines, and the Infinity stuff.
Still others are pretty much clear cut campaign, Cultass, plays a lot like Necromunda, Helldorado, plays like helldorado.

There is a pretty good campaign in there for Salvage Mogul, but the game is pretty dated, and the company shat the bed some time ago, but the figures are out there and available if you know where to look.( I wish I had a few bucks extra, I'd snatch it up and revamp some of the stuff and add a few more units in there and reissue it with a starter box.)

Wreck- Age is a really tight rules set, but the game itself is low key because not a lot of people play it, and there are a few extra factions that I find that are not really going to receive a lot of love.
The flip side of Wreck Age would probably be EDEN, and I saw that the company TABAN, which pushed out ESCAPE, their board game still is around. Same sort o9f game, but with MORE and expansive selections of figures. Some real winners in there as well.

Mercs is starting to receive some love, and I have a fantasy game called MYTH from them that is pretty good as well.

Depending on the game is the standard of the campaign system.
