I'm not the most well-read person on 40k fluff, but I've only come across one Chapter that is noted specifically for complete silence during battle- the Carcharodons.

I've also heard that this is a habit of followers of Malal. Could there be a link?

Well it's also somewhat of a habit for the followers of Nurgle, the marines at least.

Though that could be simply because their jaws and vocal cords have rotten off.

Well, the thing about the Thousand Sons is the cry out through the Warp. Psykers, particularly ones in Ahriman's cabal. I would also argue the Alpha Legion? But I'm not too well versed in their lore. From what I've seen, they're pretty silent on matters since they embody the Hydra: Every agent is Legion in itself and independent to a fault.

Edit: Also, while Plague Marines may be largely silent, Nurgles minions are anything but. Typically found counting plagues and murmuring under their breath that the nurglings made them lose count. That said, I don't think the Plague Marines are really "that" quiet, but I guess it depends on what you mean by "quiet" in the first place. Oh wait! Upon sudden realization, the Plague Marines/Death Guard can be counted out because they are usually accompanied by the mind-numbing droning of billions of warp flies and such filling their ships, hulks, etc. Always with a swarm, do they deploy.
