This is just an idea I think would be cool to implement. It likely needs tweaks, but it seemed really neat to me:

Suppressing fire:
At any point in the shooting phase, a unit may decide to replace its standard shooting attack with a Supressing Fire attack, so long as the unit has not moved, and the total number of shots fired is equal or greater than twice the number of enemy models being fired at.
If a unit makes a Supressing Fire attack, they cannot assault that turn.
A unit making a Supressing Fire attack shoots as normal, but all shots are taken at -1 Ballistic Skill and every weapon fired gains the Pinning special rule. Suppressing Fire cannot be taken by any weapon firing Snap Shots for any reason.

I tried to make it underpowered rather than overpowered, since it is basically a free power that every shooty army benefits from.
