A Psyker may only draw on WC that is generated by Friendly Models. The d6 extra WC generated at the beginning of the Psychic Phase may be divided however you wish. Powers that target an enemy unit must also abide by this restriction. Blessings and Conjurations, since they target no enemy model, can be dispelled with any WC.
