Too many units in the Chaos Codex are lackluster and outshined easily by others (within the same codex).

I tried to think of some homebrew changes that could make some of the units playable. I was hoping for some insight on whether these rules would be overpowered. I'm not showing point values, because I'm not sure if that would be against the rules.

Lucius The Eternal

The problem:
-Squishy
-Outperformed by Chaos Lords and Kharne
- Immobile

Suggestions:
Outclassed: Increase Lucius attacks for every 1 point of WS he has over his opponent
Duelist Pride: Lucius rerolls to hit attacks in challenges
[Optional] Arrogance: When Lucius rolls a 1 to hit, the enemy takes advantage of Lucius' overextending offense and gains a single attack for 1 battle phase.
Armor of Shrieking Souls and Lash of Torment remain unchanged
[Wish] Armor of Shrieking Souls: If a model manages to slay Lucius, you may exchange Lucius for that model at the start of your next turn, if the model is part of a squad Lucius will immediately be locked into combat with that squad.

Extra attacks together with Doom Siren, might actually be a reason to take Lucius over Kharne when facing an army with a high unit count. (Also unlocking Noise Marines as Troops).

Chosen

The problems
- Expensive
- No good weapon lay outs

Suggestions
Mark based wargear.
Khorne Axe +1a, +1str
Nurgle Reaper +1str 3ap
Slaanesh Doom Siren, Blastmaster, or Sonic Blasters
Tzeentch Icon: Give squad brotherhood of psykers rule. Every 4 Chosen generate 1 extra warp charge.

Possessed

Problems
- Expensive
- Squishy
- Difficult to get into combat

Suggestions
- Increase the cost and Increase Iniative,and Wounds by 1
- Special Rule: Slumbering Daemon: You can deploy the Possessed as normal CSM without any special weapons. Take a leadership test each turn, if you fail the Daemons will awaken and you can exchange the models for Possessed models.

The Slumbering Daemon special rule is inspired by the possessed marine Argel Tal of the Word Bearers, as he remained in his normal marine form, until the heat of battle.

Mutilators

Problems
- waaay too slow to be a dedicated melee unit
- relatively squishy for its cost

Suggestions:
Change slow & purposeful for fleet.
Upgrade to s5 and T5

I imagine these things as bloodlusting monsters running across the battlefield, not crawling pieces of misery.

Khorne Berserker

Problems
- No transport
- Expensive compared to MoK CSM

Suggestions
- Reduce cost to make berserkers preferable over MoK CSM

Thousand Sons

Problems
- Overpriced
- Squishy

Suggestions
- Reduce cost
- Add 1 Wound
- Make Inferno Bolts optionable (freeing up a lot of points)

These changes allow a Tzeentch army without having to sink in 300+ pts for 1 TS unit. Also your precious models won't waste away as easily with 2 wounds, making them slightly more cost efficient.


Chaos Rhino


Mark based upgrades
Khorne - Assault ramp (This fixes berserkers and Chosen)
Nurgle - Extra Armor
Slaanesh - still considering
Tzeentch - still considering (was leaning towards deny the witch bonusses)

Raptors

Problems
- Outshined by bikes

Suggestions
- Culling the weak: Raptors gain 1 extra attack vs T3 or weaker enemies
- Vox Horror: Overwatch is denied against Raptors

2 fluffy new rules to give Raptors the specialized purpose to strike the enemy where they are weak

Warp Talons

Problems
- Same as raptors, except they are more expensive

Suggestions
- Vox horror: Overwatch is denied against Warp Talons
- Talons: Basically 2ap Lightning Claws
- +1 base attack

Lastly, Chaos Icons are needed so we can prevent scattering on Deep Strikes.

I feel like Chaos units needs more longevity, or more sure ways to get return on their high point investment. Also I'm trying to get more involvement with the Dark Gods, and possibilities for themed armies/units.

With these changes you could build a Khorne army with Kharne+chosen+Land raider, Berserkers+rhino's, and Raptors/Warp Talons

Or a Tzeentch Army with a stupid amount of WP, and MSU of unupgraded Thousand Sons

Or a Nurgle Army with... well Nurgle is kind of good now anyway

Slaanesh can also be fun with Lucius + Doom Siren Chosen
