When selecting the target to try and throw the model at, do you measure if you're in range from the model being thrown or the model doing the throwing?

This is actually incorrect. Just as for a normal Throw, the range/distance of the throw is measured from the Model being thrown, not from your own base.

So, if you are Double-handed throwing your opponent, you can choose a target in LOS of your jack (ignoring the model you are throwing), then measure the distance between the model you are throwing, and your target - if it is in range (half your strength in Inches), you make a Melee attack roll to see if you hit directly, and go from there.
