Subject: Ork looted wagons as dedicated transports?

I was looking at the new entry in white dwarf 21 which provides the rules for looted wagons and although I like the concept of the model (what ork player doesn't love converting up a nice looted vehicle or battlewagon?) I was dissapointed to see they can be only selected as heavy support choices. There's so many great heavy supports in the new ork codex from g/morkanauts dreadnoughts and kans to flash gitz that I'm already having a hard time choosing my three choices. As far as I'm concerned lootawagons would serve much better as better medium strength transporters tougher than a wartrukk but not as tough as a battlewagon but they use up one of your important heavy support choices.
I spoke to the store manager at my like local GW and he said after searching the rules he'd discovered lootawagons can apparently be dedicated transports but everything I've read seems counter this. Anyone know what rule he might be referring too?
As far I'm concerned they should be able to be taken by elites and anything that could also ride a battlewagon.

Well, in the ork dread mob armylist from forgeworld, they are dedicated transports for at least lootas. http://www.forgeworld.co.uk/fwDownloads
Sadly the dread mob lists isnt up to date with the 7th ed ork codex, so that might change in the near future.

The sad part is, they make terrible transports to begin with. They try to form a middle ground between Trukks, and BWs, but they do it poorly. The rules as a whole for them are terribly implemented.
What I'd rather see, but it won't ever happen, is a variation of whatever model you choose to use for your Looted Wagon, even if it's slightly worse than it's native counterpart.
Example: If you Ork'd up a Land Raider, it would have similar, if slightly weaker, Land Raider stats. Even if it was just 13/13/12, I'd be happy with that, to show the Orks might have stripped it down a little so they could put their own stuff in it as well.
Won't EVER happen, but it would be nice. One could hope. The biggest issue with my dream entry for Looted Wagons is deciding point costs. It would take way too much effort (Both for GW and Players) to come up with what their LW should cost (point wise) and what upgrades could go into it, if any.

Looted Wagon costs 80% of the original points cost, has it's ballistic skill dropped to 2, loses one armor on all facings down to a minimum of ten, can retain one armament from the original vehicle. Maintains movement related special rules, gains assault transport, and loses all other special rules.
Ergo a looted wave serpent would be an attack transport skimmer with one of the original guns that could be fired at BS2, but lost serpent shield and all that jazz.
Upgrade wise can take standard upgrades: Rams and rollas (even on skimmers, because Orks!), can take two big shootas, riggers, ect ect.
Dirty but pretty fair

I like this one. I think they should also keep the "Don't Press Dat" special rule. That made it kind of orky and fun and made it apparent that an ork was trying to operate this strange alien tech.
