'k, it's a given that psychic powers follow the shooting rules unless specificed otherwise.

The Deceiver's power that is used in the shooting phase (to force a morale or pinning test) specifies that it must target an enemy unit, though the power doesn't have a 'weapon-like' profile.

So, can the Deceiver cause a morale check on one unit, and then assault another unit in the assault phase?  Or can he only assault the unit he used the power on, as if it were a shooting attack?

Formally:
P1: Psychic powers are subject to the rules for shooting unless otherwise specified
P2: The Deceiver's morale/pinning power does not specify that the Deceiver may assault a unit other than that which it targets with its power
C: If the Deceiver uses its morale/pinning power, then in that turn it may assault only the unit that wast targeted with the psychic power

Very good point Nobody.

Although the special rule is refered to as a "power" in it's description, it is never fully defined as a "psychic power" and no psychic test is required to use it.

I don't think there is any way to conclude that it is, in fact, a psychic power or follows the psychic power rules.

Granted it is not a psychic power. That is why I did not take a test. However I did feel I should have to target the unit I planned to assault just to avoid controversy. Even though I think C'tan powers probably negate those rules as the Deceiver has a power that can be used in the shooting phase and another power in the assault phase. It would just make sense. Good game Neil.

Oh yeah, I guess the Deciever could use both his assault and shooting phase powers in the same turn, since they're not 'psychic'. Nasty.

Ah well. I guess you might have gotten a 'victorious slaughter' after all, David...my bad.

Not really much I can do with pinning tests and moral tests against fearless nids. Only the pinning test has effect on your bugs. I can only target nonfearless units with the leadership test power in the assault phase. When you pinned me the first turn i got a little scared. I know I hide it well

So we have established that the C'tan powers are not psychic powers. The question is can a Deceiver use the power Deceive on unit A in the shooting phase and then decide to assault or use the power Dread on unit B.

Of course he can. There is no rule preventing him from using the power on any unit he wants and there is no rule preventing him from assaulting any unit within charge range.
