I'd definitely get the core starter and the green dragon expansion first. That gives you four dragons to split up between the two of you - I've been playing with my wife with just two dragons a side and it's gone pretty well.

Moving past that, perhaps the wraith box would be a good buy. You get two wraiths, so each of you could take one.

I'd probably say core set twice. Theoretically, each player should have a damage deck, and having two dice sets and manouvre template sets makes life easier.

Plus, you get six dragons to play with.
