Do both players on a team have to gulfill troop minimums? For example if i play chaos and orks can i just field ork troops and then chaos stuff?

When in doubt poke it with a stick!

Between both players, they must have at least 1 HQ and 2 troop choices. How it is accomplished is up to them, as they can split up the requirements as they see fit.
