Helbrecht's Sword of the High Marshals has me scratching my head; it's clearly a Relic Blade, so why not make it act like one? I therefore propose the following change:

Sword of the High Marshals: S: User+2 AP:3 Two-handed, Master-crafted, Legacy of Dorn

Legacy of Dorn: Helbrecht gets +D3 attacks when charging, as opposed to the usual 1.

A bog-standard Power Sword that just grants a marginal combat boost is hardly what you'd expect from the Chapter Master of a Chapter that's all about melee.

For thirteen years I had a dog with fur the darkest black. For thirteen years he was my friend, oh how I want him back.

Neither would I, he already has that. The only difference is that the sword's S6 instead of S4 (and two-handed, but whatever, he's got no pistol).

I would. That's an average of 2 extra attacks, which on a character that hits on 3's amounts to about 1 extra hit, which at strength 4 equals less than one extra wound on marines.

As it stands he's crap against terminators due to AP3 and crap against anything with a 4+ toughness to being only strength 4 (with once-per-game furious charge).

He's terrible as a beat-stick, and his once-a-game force-multiplier is certainly not worth the 180 points he costs to field.

Agreed on all points, hence the suggested buff to S6. At least that way he could carve his way through MEQs through sheer number of S6 AP3 attacks. Plus, people don't tend to look kindly at suggestions of AP2 to Marine Character weapons around here, so I thought I'd start conservatively.
