So let's say I'm the father knight and someone is 8' away. I declare a assault on the other guy.

Does the other guy shoot the father knight without a penalty the second the father knight declares the aro?

If the father knight had martial arts and assault would get impose a -3 from martial arts? Or does he get shot first without penality.

Close combat is just very hard to understand what negatives or positives you get and when it happens

yes, if you had Martial Arts (like Domaru) you could use them to impose a modifier to the enemy's roll (and to your own)

MA MODifiers apply to any FtF in which the MArtist is using CC, independently of whatever skill is the enemy using, if it's FtF with you you can impose the MODs.

Assault is mainly so you can use both movement values to and attack in the same order.

However, remember that the assaulting model also gets a -3 to its CC when assaulting.
