First off, go to a store when people are playing. Find an army that you like the look of the models and doesn't have a lot of models. That will be both fun to paint and fast to collect to army size. Ask if you can borrow and army or two to play games with.
Assault on Black Reach marines are still easy to find on ebay. Splitting a box like Stormclaw or Deathstorm with another player is also a good way to get a decent set of models at a really good discount. Make sure you know what the MSRP for the item is, and don't pay more than about 70% of that on an ebay option... with shipping.
Simple Green will be your friend...
Use it to take paint off of metal, plastic, and resin models that you pick up on ebay.
Spring for decent paints... Vallejo or
GW/Citadel. Vallejo is cheaper in the long term because they have better bottles and it is easier to just just the paints that you need. Get quality tools when you can... but avoid the kits put out by the modeling companies. You can find both better and cheaper alternatives in the hardware store.
Play with proxies... play a lot with proxies so that you know what units you like before you spend money on them. That will save you TONS. Also on this... play with the same army and basically the same build for several weeks, if not months at a time. Spend the time to get good with the units you have before you spend money chasing the new shiny units.
Yeah... do all the stuff I didn't know to do when I started this game 5 years ago.
PS... NEVER sell you army. If you decide not to play, pack it up and put it away. Who knows when the itch will come back. One day, maybe your son and his buddies will want to pick up
40k... and you can whip out your 20 year old army and wipe the floor with them... with a big grin on your face.
