Sadly can't take lancer in the eldar army unless you are doing unbound.
Other Armies of the Imperium Factions:
A Cerastus Knight-
Lancer may be taken as a Lords of War choice for any
faction that is a part of the Armies of the Imperium (see
the Warhammer 40,000 rulebook).

You are of course correct dude, however as explained in the video and the description on Youtube the specific tournament pack we were practising with for an upcoming event is a little different allows any faction to take a Knight as a LOW.
