Obviously it's way out of date, but conceptually it's quite sound, as a foundation for updates use the Legion's astartes army list as a basis, as fallen neither operate as chaos chapters, nor standard space marine chapters.

Numbers wise we know there to be thousands of fallen around but getting them jn one place and organised would be very very difficult, so I'd suggest no vehicles of any type, no marks of chaos, high ws/bs but fairly cheap cost (18pts ws5/bs5) very lacking in the heavy weapons and basically a unit or 2 to compliment another army like legion of the damned do.

Hey guys, so here is what I have gotten done on my Fallen Codex reboot/update.
Updated units and Characters. Updated Warlord trait table, Psychic Power and Relics.

NOT FINISHED!!!!


Having read the official fluff for the Order and the Fallen Angels, I have changed quite a few things.

All of my point values/wargear/.act are directly from GW material and thus are "balanced"

Lord of war Cypher is updated with the Cypher Dataslate.not having a FoC Spot, I figured he would make a great LoW

Note,
not everything has point values yet.
Still needs fleshed out in a bunch of places

Fallen ANGELS WARGEAR LIST

These lists detail the points values of various items of wargear available to units in your army.
Many unit entries in the datasheets that follow may include wargear options from one or more of these lists – in each instance, the datasheet will tell you (in bold text) exactly which of these lists you may use.

Rules for these items can be found in the Appendix.

Ranged Weapons
A model may replace its bolt pistol and/or Melee weapon with one of the following: - Storm bolter…5 pts

Fallen Angels Warlord Traits.

WARLORD TRAITS TABLE

D6 WARLORD TRAIT

1.) Rampage: A master of devastating headlong assaults.
Your Warlord has the Rampage special rule.

2.) For Caliban!!!: Honouring the memory of Caliban upon the field of battle, this Warlord strikes fast and true.
Your Warlord adds 1 to his I.

3.) Artisan of War: This Warlord is a true artist both on and off the battlefield. His talents are reflected in the exquisite workmanship of his wargear, for he insists upon personally crafting his weapons of war.
Nominate one weapon carried by your Warlord. That weapon has the Master-crafted special rule. Note, however, that this cannot be applied to any Relics of of the Fallen.

4.) Soulwarden: This Warlord is possessed of an iron will, his sheer mental determination ensuring that the evils of enemy sorcerers can easily find purchase upon his soul. Your Warlord has the Adamantium Will special rule.

5.) For the Order!!! Your warlord has the Furious Charge special rule.

6.)We the Fallen.
Your warlord and any unit he joins will receive a 5+ cover save. If they are subject to cover then they receive a +1 to their normal cover save. This ability is commutative with other effects( I.E. Stealth, Going to ground.)




Fa!en Angel Psychic Powers

Primus Power - We are Darkness-
The Librarian twists the bounds of his surroundings, bending the shadows themselves to his will.

Warp charge 1 Blessing that targets the psycher.
The librarian, and any unit he is with will receive a 5+ cover save. If they are subject to cover then they receive a +1 to their normal cover save. This ability is commutative with the effects of stealth.


1.) You Shall See Nothing-
Drawing on his kinship with shadow, the librarian forces the light $om his foes eyes. Soon they find that a! they can see is black.

Warp Charge 1 Malediction
Chose one enemy unit within "24" (this can be a vehicle) the chosen unit must rero!l successful to-hit ro!s for shooting. If the opposing unit has the ability to reroll failed to-hit rolls than this ability will cancel that power out. In this way the unit will roll to hit's as usual, but will not reroll.

2.) Terror Sight- The librarian opens his eyes to the warp. In doing so he strikes with unnatural speed, accuracy, and deadliness.

Warp Charge 2 Blessing That targets up to 12".

The targets attacks wound on a 2+, and may reroll failed to-hit and to wound rolls, however none of these attacks may cause instant death.


3.) Walk the Abyss -
Fallen Librarians have mastered the art of the shadow. .

Warp Charge 1

blessing that targets a single friendly Infantry unit within 12".

Unless locked in close combat, the target immediately makes a move of up to 12". This move cannot end on top of another unit or impassable terrain, but ignores intervening units, terrain, etc. Any model that starts or ends this move in difficult terrain must take a Dangerous Terrain test. The target unit cannot charge in the same turn that this power is used, and all models in the unit count as having moved in the Movement phase for the purposes of shooting weapons in the Shooting phase.


4.) Shattered Souls- The librarian reaches into his foe's, and rips their souls apart. Soon they are nothing more than a empty husk of flesh, and bone This is a shooting attack with the fo!owing profile.

5.) The Tenth Call-
The Psycher stares into his enemies very existence. Soon their souls rebel, trying to escape some the unholy dread that the psycher exudes.

Every model in the unit must pass a toughness test or suffer a single wound (no armor saves are a!owed).


6.) Et Spiratrex-
The Psycher creates a soul vortex, and the enemy finds their bodies are drained of life. then uses this power to reknit wounds, and swe! his form with power.

Warp Charge 1 Blessing.
Targets the psycher.
If the psycher successfu!y cancels an enemy psychic power than he will regenerate a wound that he lost earlier in the battle, up to a maximum of his original wounds.

Walk By Shadow.
A unit with this special rule cannot be joined by a model without this special rule.
Units with this special rule count as having the "stubborn" and "Stealth" special rule.

The following additional objectives must be used in missions that include both Fallen Angels and Dark Angels models:

• If Cypher, Luther or Zahariel are captured (see Divine Protection below) by a Dark Angel model*, the player whose army includes the Dark Angels scores 3 Victory Points.

• If Cypher, Luther or Zahariel are forced to escape or is captured by a model that is not a Dark Angel*, neither side receives any additional Victory Points.

• If Cypher, Luther or Zahariel is neither captured nor forced to escape before the end of the battle, the player whose army includes Cypher scores D3 Victory Points.

* If several models are in a position to capture Cypher, Luther or Zahariel, some of which are Dark Angels and some of which are not, randomly decide which of the models is the one that captures him.

Blazing Weapons

Cypher can shoot both of his pistols twice each in his Shooting phase, or can fire them once each either before or after making a Run move.
When taking Overwatch shots, Cypher uses his full Ballistic Skill.
In the Assault phase, half of Cypher’s close combat attacks (rounding up) are Strength 4 and AP5, and all remaining attacks are Strength 7 and AP2.

Divine Protection

If there is an enemy model within D6" of Cypher when he loses his last Wound or is otherwise removed as a casualty, then Cypher is assumed to have been captured alive.

If there are no enemy models within this range when Cypher is removed as a casualty, then he has made a miraculous escape.

If Cypher escapes, then he is not considered to be a casualty for the purposes of awarding Victory Points. If he is captured, then Victory Points are awarded normally.

Never Forgive

In missions that include both Cypher and Dark Angels models, all Dark Angels models with the Inner Circle special rule also receive the Zealot special rule.

Shadowy Herald of Strife

Cypher cannot be selected as the Warlord of an army. In addition, the Leadership characteristic of the Warlord of an army that includes Cypher suffers a -1 penalty.

RELICS

Cypher’s Pistols

It is difficult to get anything other than a brief glimpse at Cypher’s pistols – for they are drawn, fired, and reholstered with a blinding speed. As with all things about Cypher, his weapons too have brought about much speculation.

They are clearly of ancient design – possibly pre-dating the Imperium itself. The plasma pistol bears many of the same hallmarks as those weapons favoured by the Dark Angels – the energy pulse, the fizzling aftercharge and the roar of its blasts draw comparisons with other notable relics amongst the armoury hoards of the famed First Legion.

Cypher carries a bolt pistol and a plasma pistol of ancient design that have the following weapon profiles. Note that Cypher’s plasma pistol does not Get Hot, and that special rules apply to their use (see Blazing Weapons).
Profile


Cypher’s Sword: There is no item more mysterious than Cypher’s sword – for it has never been seen unsheathed. Even in the press of close combat, Cypher has never yet been observed to wield the blade.
Both psykers and auspex readouts report strange feedback that seems to emanate from the sword within the scabbard, as if it were the source of some barely veiled power.
Varying legends have arisen over this never-drawn weapon, claiming it to be the Lion’s Sword once borne by the Dark Angels Primarch, the Sword of Luther, the arch-traitor, or some even more fanciful tales concerning great doom and final battles.
Cypher’s sword grants him the Eternal Warrior and Shrouded special rules. Note that Cypher never draws the sword, and therefore it cannot be used as a melee weapon.

Very limited resources
Very limited number, 2-3 sqauds max
Very limited wargear or gear from heresy
No vehicles of any kind, bike/jetbikes etc.
Use heresy wargear or costs, these are legionaries NOT chaos space marines/space marines, although some became chaos space marines.


Try to take into account they have no logistical support whatsoever, limited to no allies whatsoever, no vehicular support at all, it will either be taken from them or be unserviceable.

Elite choices ala legion of the damned would work best

Agreed about the Heresy era gear.
Have the books, just need to do the research.

The whole thing needs a lot of work. This is a rough draft.
Nothing here is final in any way at all...

The armory needs some work, to make it heresy era compliant.

Agreed about the Vehicles, save for may've rhinos.


As I said, this is more of an update from someone else's work.

Not that I ignored you, things just take time and if you expect instant gratification, your in the wrong hobby kiddo.
The key to getting a filled out peace of work is brain storming evolvong and changing. it's not a static thing that just falls out of the compute.

That being said,
Limited resource, yes. I dont like the idea of bikes or jet bikes, or fliers.
As for allies i agree none at all.
As for units, the planet of caliban was teaming with rebels who Luther sympathysed with. Conscripts?
Knights who didn't make the astartes cut? (Ashen Knight concept)
Also, I was going to limit the fallen angel squads to 0-1 or 0-2, forcing you to choose conscripts and non space marine knights?

Luther had supplys on Caliban. Its not like it was 20 space marines in their underwear. They we're armed enough to confront the lion after all, however futile.

Yeah I agree that Luther had supplies but they would not have survived even a little time in the eye or warp, as soon as they are found they would be taken from the fallen, they are not an organised group in the same way the remnants of the Legion's are, sure 1 or 2 jetbikes would have survived, but how do you maintain such things, no techmarine support, vehicles would also be quickly taken from the fallen or pressed into service of the other warband and such, so wouldn't be jn a fallen force and that is what op is making, a pure fallen force.

I totally agree with the conscripts idea, but none would have survived the fall of caliban, plenty of reasons to recruit after though as astelan showed.

We also have the number of fallen that were on caliban pre destruction now, 50,000, so you can use that to factor in your fallen force, though the actual number of survivors would be drastically lower than that.

Spit balling ideas here while on lunch break.

Have a deathwing knight-esque choice but limited to 0-1.
Limited bikes, once again 0-1. No ravenwing options.
Maybe a FOC that swaps a heavy and a fast attack for more troops or elite choices.
Limit vehicles and weapon options to be similar to chaos. i.e. no hammers and shields or only on a specialized elite choice.
Give them access to conscripts and run them as cultists from the chaos dex. minus the marks.
Make the relics or special weapons stuff from 30k, volkite blasters, plasma cannonades, etc. but limited to 1 per squad and expensive. Now that we have stats for tech like that.
