Can only Generals use Command Abilities or can any Hero use Command Abilities?

It appears that only the General is able to use command abilities. The rule says "In your hero phase, your general can use one command ability." Nowhere else is it stated that command abilities can be used by anyone else.

That's what I thought. It seems like a lot of people in video batreps I've watched use Command Abilities for all of their Heroes, rather than just the General, as it states in the rules. I don't know all of the Warscroll Compendiums so maybe they're just using abilities they have that aren't Command Abilities.

Some abilities let you use Command Abilities on non-General Heroes. Example: Settra (I believe), Archaon, and Dwarf Longbeards.

Also, not all abilities that activate in the hero phase are Command Abilities.

For example a Tomb King Necrotect can make a Deathrattle unit within a certain number of inches move further in the next movement phase and re-roll To Wound rolls of a 1 in the next combat phase. This is simply listed as an Ability and not a Command Ability.

Ya, it would appear that only your general gets to use the command ability. The confusion in my area has stemmed from the Stormcast Eternal characters that specify that they can only use their command ability if they are your general, which is redundant. Thus suggesting that this is not the norm, and as such non-generals could use command abilities.

We've been sticking to the only general ruling, but it is odd.

Is that based on the starter set warscrolls? If so, the wording may be more explicit (even though it's redundant) to drive in the rules/act as a reminder for new players.

It is written that way in the starter set, White Dwarf and the new campaign book. And not just on units from the starter set.

Longbeards allow a non general to use command abilities. Maybe there are other similar abilities in other armies.
