As per the title - can it relate to video games etc?

Well, there is a WoW story going on right now, and I don't see why it should be strictly for war gaming stories, it's just that it is a popular theme for dakka, considering what else can be found around here. I don't recall seeing a rule that prohibits it either, so AFAIK you can write up a Skyrim fan fic, some sort of tale of your Spore monster creation's space travels, or whatever else, as long as it is an actual fan fic.

Weird, WoW was what I was going to ask about - have a few short stories from years ago I wanted to root out

As long as the story's theme is in-line with themes that are typically associated with gaming (fantasy, sci-fi, military, etc.) and isn't worse than PG-13 in mature content, it should be fine.

I just saw this and realised it is possibly my thread that is being referred to.

Judging from Yakface's post, it appears the thoughts I had in making that thread were correct.

Yeah, you're story is what I was talking about, and I must say it is was coincidentally good timing, as it's a prime example of how stories can be non wargaming.
