'Retiring' from 40K so to speak as I'm fed up with GW not providing balanced rules support and overpricing their models, so I'm looking to start Infinity (as a student, low cost is great)!

I've narrowed my choices down to three factions, Nomads, Tohaa and HaqqIslam based on looks as I've heard everything is usuable (guns hurt apparently).

I'm looking to have a solid light-medium infantry backbone to the army, with one or two TAGs (no idea what they are) to support them, with a few specialists to fill holes. Which army would cater best towards what I'm looking for, if any of these are appropiate (I'm aware that you could do it with every army, I'm looking for the army that would support that playstyle well, if that makes sense)?

YMDC = nightmare

TAGs are the largest non-vehicle units used in the game (vehicles do exist in the rules, but they are scenario dependent things, not usually buyable assets.

More armour than a man can carry, with multiple wounds a big gun and often better ballistic skill to back it up.

Haqq have access to ONE Tag in "vanilla" (core) another in QK (sectorial) that's a Nomad unit being "borrowed" or "hired out to them".

Based on your wants, NOMADS fill that role. Lots of MI, specialists of no bad quality, more than a few TAGs to choose from.

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

That is not dead which can eternal lie ...

... and yet, with strange aeons, even death may die.

All of them make a good choice. Nomads are going to be the easiest fit with your plan and they still have lots of options to transition out. Haqq and Tohaa are limited with TAG (exoskeletons) option but are dominantly LI/MI forces.
