Depending on how you read it, either Iron Hands, or none.
Not having the chapter tactics rule, they get next to nothing from them. Look at the other stuff in your list.

Tunneling Trygon
|
Astral Claws gives Fast Skimmers Scout despite them not having the rule. Doesn't help flyers, but it does help the Speeders a LOT. I actually use them in my little Claws list. Twin Multimelta is very helpful and a couple Typhoons in a separate squad eventually. And the Bikes get Skilled Rider and everyone has Stubborn. Fun stuff.

Here is a question. If you start a Flyer such as a Fire Raptor on a Skyshield Landing Pad, it starts off in Hover Mode. Since it is in Hover Mode, it is a Fast Skimmer. If it is a Fast Skimmer, it would gain Scout from the Astral Claws Chapter Tactics. Would this be a viable strategy?

Since I'm the only one that plays Claws at my club, I would say no and not try to play it like that. 'Treated as Fast Skimmers' for the flyer doesn't sound like it meets the requirements of 'Vehicles in the same detachment that are Fast Skimmers gain the Scout special rule'. It's my understanding that there is always a line in the sand about what a unit is and a flyer is always a flyer, even when it follows the rules of another unit type.
But honestly, that's just just how I play it and I wouldn't complain if someone tried to do that. Paying a decent amount of points for 12" movement on Turn 1 wouldn't be worth challenging the rules on.

Oh I know, I was just using it as a for-instance. I wouldn't attempt it either. The Skyshield skirting the normal flyer rules does create some issues within the rules that GW/ FW doesn't always think through.
