Its a bit poorly writed and me and my friend cant really figure out if he can jink on my vector strikes... Its not stated that he cant tho but vector strike looks like a cc attack... However, when you use this kind of attack it says that it counts as firing 1 weapon for your shooting phase ? Help us...

It should be irrelevant, Vector Strike ignores cover.

EDIT: aside from that, no, it's not particularly clear. I would err on the side of it counting as a shooting attack since it also lists off a grip of CC related rules it does not benefit from, despite otherwise really being a CC attack, but I don't think there's a clear answer either way.

Also this should be in the YMDC section. And the answer is NO you can't jinx against vector strike beyond the ignores cover thing because Vector striking isnt a shooting attack.
