Having a problem with this rule for Palpatine, It says he can change a friendly ship's die result to any other result.

Does that include the ship he's on or not?

It doesn't have a range limit on it and I cant tell if the language is meant so they you don't think you can change an enemy result.

Yes, Palpatine's ability merely requires the ship to be a friendly ship - so you can modify the dice of any friendly ship on the board, including his own. The new rulebook clarifies that the ship that a special ability is originating from is also a "friendly ship" onto which you can apply that special rule.

In cases where you can't apply abilities to your own ship, you will see the wordage "another friendly ship". For example, Jan Dodonna can't use his special ability to benefit the ship he is on, but Jan Ors can. Palpatine uses the latter's wording, and so can modify the dice of the ship he is riding with.

It's also specifically worded to only be usable on friendly ships. You do have cases of card abilities that apply to any ship, friendly or hostile.

All ships in your squad are considered friendly and his ability only works on dice you roll.

If there is no range limit listed, there is no range limit (Lieutenant Colzet and Leia Organa are other examples of this).

I'm planning on putting him on Commander Kenkirk's ship along with Ysanne Isard with the plan to use it offensively till the shields are gone then change to defensive play and ensure a dodge.

I should hope so. Team games would be way less interesting if your partner's ships weren't "friendly ships" for the purposes of resolving special abilities.
