ok, this might be a stupid question, but can the IA formations found in their apocalypse book be fielded in non apocalypse games (legally), or is it like GW apocalypse where the formations are only allowed in apocalypse?

If it has the 40k stamp, it's for use in 40k. If it has the apocalypse stamp, that's for apocalypse. There are some things in the book given special treatment, given in a FAQ special permission but that's not Formations. Usually just Super Heavies and such.

And no, this should prolly be in YMDC but I'm no mod. If a mod has issue with it, they'll move it. They're nice like that.
