To make Sgt. Harker worth his points I propose the following rules to be added to his profile. 

Listen up! Here's the plan: 

Sgt. Harker has the senior orders special rule, and may issue orders from the Astra Militarum orders list. However this only applies to Harker's veteran squad and he may not issue orders to anyone else. 

No one's gonna tell us what to do: 
Sgt Harker is no fool and has learned to distrust his CO's as such any order's issued to Harker's unit will automatically fail. 

I think that by having those rules Harker would become viable again. As an added bonus making him T4 and maybe even an extra would would be great. 

I think it would work, but I honestly think they just need to go back to his original rules: Personal FnP, Infiltrate, Stealth, and Move Through Cover for the unit. He doesn't need a special Heavy Bolter, just a normal one.
