So you're a commander of a force of Chaos Space Marines. You've got a Landraider at your disposal. The Land Raider can fit 10 dudes in it.
Why should you only be able to load it up with Terminators? Why shouldn't you be able to load up Cultists into a Rhino? In general, why can't you dedicate your transports at the beginning of the game to whatever units you see fit?

My answer is game mechanics and a Restriction created during previous Editions lingering past its use-by-date.... During previous Editions of the Game it was not possible to simply purchase a Transport to fill a battlefield Role, most Transports could only be purchased as Dedicated Transports. Thus a Restriction preventing who could begin the Game Embarked on these Transports was a very useful 'balancing' tool, allowing the authors to prevent certain Unit-Transport combinations from being created. If the Authors wanted to prevent a certain Unit from being able to Deep Strike, all they needed to do was ensure it had no internal Deep Strike Special Rules and could not be placed in a Transport capable of Deep Striking. If the only Transports capable of Deep Striking can only be purchased as Dedicated, then this hypothetical Unit would never be able to Deep Strike. This is why changes to Drop Pods, allowing them to be purchased to fill a battlefield Role and Embarked on by anyone, was such a game changer....

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures. |

Because back when the game was much more balanced there were some units that become overly powerful when given specific transports. The units were never designed to have the mobility that allied FA transports now hand out in spades.
Its used to be a good thing, now its a simple matter of have your allied cake and eat it too.
