Fabian is a veteran of Black Reach where he had his Panoply relic melted into his very flesh by over 60 Skorchas at the hands of Orks, so far, nobody has seen Fabian's face since. To commemorate his survival and eventual victory over impossible odds, he was presented the Hand Of Dominion, a weapon crafted by Roboute Guilliman himself.

His Warlord Trait is ridiculous. Sounds like you're up against a lot of Meltas in your group and you want to get around it. Makes no sense why he would suddenly be as tough as a Riptide just because a unit near him is hit with a Melta, even more so when you consider the +1T from the Bike.

Rather boring character with silly upgrades.

Though I'll point out that T6 doesn't help against most Melta weapons except DE Heat Lances - they'll still wound on a 2+. Granted, it gets rid of Instant Death and allows the use of FNP - maybe phrasing it that way is better? "Captain Fabian never suffers Instant Death and may use Feel No Pain against weapons with the Melta special rule"

Was the 3rd company at Black Reach? I thought it was Sicarius and the 2nd at the AoBR.

I was just doing some research on ‘Nids last night in their old 2nd ed codex and found a bit of history on Fabian. He was at the cleansing of the polar fortress equipped with a plasma pistol and a power sword. Took down a hive tyrant.

I might have missed something, but IIRC the more recent actions of the 3rd were vs. nids and tau. Not sure where you are getting the PE from.

Why the bike option?

OK, fluff concerns aside:
A captain with AA, TH/SB is 145 points. So your captain is 30 points more expensive.

What are we getting for those 30 points?
4 special rules (Eternal Warrior, Furious Charge, Stubborn, PE: Chaos Space Marines)
A set special warlord trait
A BP that fires twice as much as normal, and is MC.
A non-specialist TH with strikedown added.

I’m going to assume you just forgot to list his grenades and CT:Ultramarines.

Frankly, just his weapon upgrades should cover the 30 points (or close to it) The pistol should probably be 15-20 points, and the Hand at least 40.

But then you have added laundry list of rules, some of them quite nice.

If you compare him to Sicarius, you have a captain with the same cost.
Pistols are probably a wash.
The tempest blade is a power sword with a alternate mode, which restricts him to one attack. Your Hand of Dominion is a thunder hammer with two perks.
Sicarius has 2 special rules, and two features (FnP, FC, tac squad buff, reserves) and a set trait out of the book. You have 4 rules and a custom trait. EW being a major standout here.

I think you either need to trim down the rules and options quite a bit, or boost the points up to the 200+ level. He’s awfully strong at this point.

Yes, the 3rd Company were not ever deployed at Black Reach, and as far as I knew, the 3rd also took part in the Damocles Crusade( according to Fire Warrior, at least).

I just feel like this character is just made to have an excuse to field a buffed up TH Biker Captain with special rules, for a reduced cost. I mean, Eternal Warrior? Cato Sicarius, the 2nd Company Captain doesn't even have that, or Pedro Kantor, the ACTUAL Chapter Master of his Chapter. If they don't have it, I can't exactly see a reason as to why Fabian should have it either.
