It's mentioned in Imperial Armour 12 for Maynarkh Immortals.

Maynarkh Immortals special rules are

• Reanimation Protocols
• Shadow Legions

Then it gives a long lore description of Shadow Legions without explaining what the rule actually does.

It is a little difficult to tell, but the fluff is in Italics and the rule is in normal print. It is there though. "Necron Immortal units may not be used as compulsory Troops choices in the Dark Harvest army."

Easy enough to miss though.

Still not better than taking Tomb Blades instead then (I was looking for a reason to build some Immortals over just more Tomb Blades).
