Can someone tell me if the stormsurge in the heavy retribution cadre formation is made up of 2 UNITS or can be 1 unit of 2? Mainly asking because ITC format allows multiple stormsurges in a unit but not multiple units of stormsurge. Thanks!

2 units of stormsurges and a unit of ghostkeels. Each may be up to 3 stormsurges.

I wonder if ITC will allow this formation then. Its brutally effective against all kinds of deathstars,which is the main thing we struggle with in the competitive environment currently. I don't think there should be a limit on Stormsurges. He already costs 365 base and a shield gen is 50pts. most ITC tournys are 1500-2000 so you won't be bringing more than 3 usually anyways. I feel like if people can bring 5 knights I should be able to bring 5 stormsurges.
