I was gonna get my little brother some 40k for Christmas. I Know he likes the Tau because of the battlesuits, so what would be the most competitive list with as many of the ghostkeel, riptides, xv8, and stealthsuit as possible? Preferably not unbound? (It may be better to wait to see the new formations of the new Codex but)... The reason being is because I found 7 of the XV8 battle suits really cheap and I'm trying to decide if it's better to use the xv8 (if its not then I don't really wanna get them) or to use the bigger suits or run a balanced list between the Suits? I want it to be very competitive as my armies are competitive, and it won't be fun for him unless he wins so. I use Skitarii/Cult, Eldar/DE, Spacewolves/GK and Necrons, and my brother uses nids.
I'm considering using the 7 models as bodygaurds and getting commander farsight too.

Well the Farsight Enclaves allows you to take Crisis Suits as troops. I'd say go ahead and buy those 7 crisis suits then some broadsides/commander/riptide/ghostkeel/stealthsuits.

The new formations include 2 specific formations you will be interested in.
The Retaliation Cadre: it consists of 1 commander, 3 units of crisis suits, 1 riptide unit and 1 broadside unit. This formation gives you Relentless(only affects broadsides) and +1BS after deep striking (also allows broadsides to DS
)
Then the Optimized Stealth Cadre: 1 unit of Ghostkeel, 2 units of stealth suits, ghostkeel and stealthsuits gain +1 BS and ignores cover if within 6" of ghostkeel and all shots on vehicles count as hitting the rear.

Both of these are really good formations that allow you to legally make a battlesuit only list. Your army list could consist of 3 Retaliation Cadres and it wouldn't be unbound.

farsight o'vessa

mountains of crisis suits and broadsides to fill the gaps

1 ghostkeel
1 squadron of riptides (of a size of your choosing)
1 squadron of storm surges (of a size of your choosing)

voila mechwarrior tau for 1650-2000p

at about 2100 or so your starting to beat a dead horse with all the suits and your not going to get any practical solutions to new problems so id look at maybe adding in tanks and normal fire warrior ranks beyond that point.

DA army: 3500pts,
admech army: 600pts
ravenguard: 565 pts

No, as he is not specifically listed as an option for the detachment.
