Do the Iron Hands and Black Templars have access to scout bikes? Is it in their fluff and\or rules the having\not having access to these?

why wouldn't they

Iron Hands aren't huge users of bikes to begin with I don't think (could be wrong though) although they probably would have access to them. I can't see any reason why BT wouldn't use scout bikes though, they sometimes do put their neophytes into their own squads, one of which could be a scout bike squad.
