Yes it is. If cast successfully, you apply its effect. Many other games have a rule that says you can only be under the effect of one spell of the same name, but AoS does not have this rule.
Many people put in house rules to prevent it, but rules as written means you can have multiple arcane shield on the same target.

Also stacks with terrain cover which is awesome! My Treeman had a 2+ save for most of my last game ahaha

Yep, mystic shield is stackable. I once had 10 swordsmen hold up 8 juggernauts of Khorne with 2x mystic shield, as it gave them 2+ rerollable 1s in combat :-p
