Yes it is possible. They all have the prerogative to reunite the Necrons but there is no one method for them to try it as I recall. Some may well fight against the Silent King.

Many of the Necron Dynasties seek to replace the Silent King as the leader of their people. Others seek to reunite under him. Others want to just be their own thing. All depends on the personality of the Phaeron that leads the Dynasty.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

Which interestingly enough, was exactly what was going on when the Necron high leadership picked a fight with the Old Ones to solidify his own leadership.
