I hear they aren't that competitive, but what is a good loadout for a shooting Grey Knight Dreadnought?

They're significantly more expensive than other dreadnoughts, don't get drop pods or the new statline, and you don't gain anything you can't get elsewhere in the codex for cheaper. They're basically worse normal dreadnoughts, anf normal dreadnoughts aren't exactly the cheese.

As cheap as possible... because if you're going to waste points on one then you might as well make it cheap.

There isn't a good GK Dread loadout. Take a dread because you like the way they look, and just be at peace with the fact that you could have spent those points more wisely. It's what I do

They used to be wonderful with psy bolt ammunition back in the old codex, but the inquisition stole all of their toys. If you REALLY want to use one, give it 2 twin-linked autocannons and the venerable upgrade. Keep it in your back field in a Nemesis Strike Force Detachment, so you can snipe light armor and your boys can focus on other things.

It's a ML1 dread, but only knows sanctuary and banishment. So it can get a 6++ invuln. Woohoo. Want to have fun? Stick three of them on a skyshield landing pad in your backfield, maybe with plasma cannons, and enjoy your 3++ light artillery.

As a proxy for a Dreadknight.

I don't understand why they don't at least have access to Psycannons.

Actually, they do: IA2, Vol2. Unfortunately, as good as psycannons are on termies, they're a waste on a platform that can take dedicated AT.

He may have meant Heavy Psycannons, which would definitely give them a bit of a boost. Still probably too expensive.
