Can flying models be attack if they are not locked in combat?

I am reading the Seraphon rules under the Terradon Riders. One ability says after movement phase, they may "swoop" to attack their foe.. they get buffed blah blah blah... but this makes it seem, as if they dont swoop down they will not be engaged in combat.. therefore not be attacked?

This is probably better suited to the You make da call section of the forum, but anyway:

I think it's more of a "measure from the model" thing. If your Terradon are high up on their flying stands, models with 1" reach can not attack them, and they can't attack back since they can't reach the model on the ground. By Swooping down you instead measure as if the model is standing on the ground.

There are many comps and house rules that makes you measure base to base anyway, so for us using them this is not an issue.

Just to clarify though, flying doesn't make you immune to being attacked - for example by archers, war machines or just plain old blokes with hammers.
