They're not worth 400 together, that much is true. Think of the Land Raider as 300 and the Rhino as 100, and ask yourself if the abilities provided are actually worth the extra 100 points.

Grav Cannons are always cool though.

The buffs they give are pretty nice. However, I don't think they are 400 pts nice. The 10-man capacity of the Land Raider Excelsior hurts. I would rather it had 12 so a 5-man Termie Squad could ride in it with an IC, such as a Termie Librarian and a DW Command Squad. The 6-man Rhino Primaris is pretty lame too. There isn't a good reason for it to have reduced capacity. I guess stuffing an IC and a Command Squad works well enough. I do like that it has the TL Plasmagun on it. I wish the Grav-Cannon turret and pintle TL Plasmagun were available for other tanks.

Ultimately, the price in money and in points just isn't worth it.

It's a fun little unit with lots of surprise factor, since there sold only in the UK seeing one outside of like the major parts of Europe is a bit of an oddity. It's entirely possible your the only one of every 25 people in your whole community with one. All the way out here at my home store one person other then me owns one (that I know of).

You also need to consider what army your using it in. If your a codex space marines player the command tanks are a total waste of space for you, you will never stop and say that it's better then gettin a dedicated unit to plug the hole the pair fill in your army.

As a dark angel I think they can be really strong, I get anti air which is a huge issue for my army because the neph sucks and forge world is expensive, yea I own a deredeo too that doesn't always mean it's the best answer in a given matchup. The anti tank firepower is strong and it's buffs can really help some units out, hit n run deathwing Knights are crazy strong, I typically use this with a follow up bike team. The Knights break your unit and the bikes sweep up the pieces, this lets me constantly keep the damage output high from the death knights and has improve their combat efficiency a ton, it also gives me that sweet sweet orbital bombard.

Blood Angels get a lot of the same as dark Angels being about to keep death company constantly windmilling through cc engagements means their doing a lot more instantly damage and it makes crazy good use out of their rage and hatred.

Space wolves are probably the least impacted because they have the flying shipping containers of doom. Their such versatile units that fill a lot of the same roles the excelsior does that the primaris is really all you get out of it. If your a wolf think long as hard about taking it over other things. There are better ways to do things in your codex then one a lot of the time. It comes down to how much you value the razorback primaris as a tool for force multiplication, and how badly you need that grav cannon you otherwise couldn't fine elsewheres

One thing to keep in mind is that if you get the kit, you can just magnetize the pintle on the Rhino Primaris so you can switch it for a Storm Bolter and switch the Grav-Cannon out for a Razorback Heavy Bolter Turret(I don't know if the LR Excelsior comes with the regular Land Raider weapons sprue). Then you basically have two very blinged out SM vehicles that can still be turned into the Command Tanks if needed.
