Despite both the artwork and model depicting a big shield, it doesn't have the Big Shield rule.

Is this an oversight?

I know models don't always match up to rules, just seems an odd aesthetic design choice for one of the Orcs to be carrying a massive shield that apparently does nothing.

I don't think it's an oversight - it's just a guy with a shield on the base.
