First, I’d match the sarge’s special to the squad, so think that flamer would be the best option.
But that’s not what you asked.
Plasma is generally better on the move. Not that grav is useless. Even at half range, it’s still comparable to that of a flamer template. And when standing still (which does happen) 3 shots at max range is generally quite nice. Plasma still does better at extreme ranges.
One of the problems is that grav and flamers don’t like to shoot at the same sort of thing. Against things that realy need the power of grav, the flamer will do next to nothing against. Plasma is more universally useful. Sure it’s overkill vs. orks or soft hordes, but it still wounds on a 2+, no save.
So if it’s either/or, I’d go with plasma.
