I'm very interested in running this formation because it seems like a lot of fun. But, seeing that all units have to Deep Strike, there's a 50/50 chance you could end up with zero units on the field during the first turn if their opponent won the dice roll. I'm not a big fan of Ultramarines, but I do like this formation a lot. I've even gone through their successor chapters to pick out some other chapters with colors that I prefer and that still stick to close to the same chapter tactics as the Ultramarines.
Is there any way to run this formation by itself as an army? If not, what would be the best way to run it with the least amount of points used (looking for low point games with this formation). Is there another small and inexpensive (both points and actual money) Ultramarines formation that I could run along with this one that probably wouldn't get tabled first turn? Would it be better to run as an Ally Formation with my Dark Angels? Any other ideas?

Do you mean the one with the Devastator Squads that gets Relentless and the Assault Squads that gets "Charge from Deep Strike"?
If so, you can run it by itself. You can choose to have all of the models come in on your first turn by the formation's special rule, without a need to roll for it. Also I don't think it has to be from the Ultramarines, the Ultramarines are just chosen for the picture representing them.

The check for being tabled comes at the end of the game turn, not player turn. So null deployment lists do work. Just be sure you have something down at the end of your first turn, and you’ll be fine.
There are a lot of other formations out there, some of them low points. A fluffy combo would be a 10th company TF. You have them scouting out the battlefield, and then call down the hammer from orbit. Or just go full drop. Depends a lot on points and what you like.
